UPDATE: While WR couldn’t address root cause, they have been able to restore our access. They do know indeed what is “broke” and will continue to work for a permanent fix. 
This morning MiStar users again have reported tracks do not load and access is unavailable. Our department has contacted WayneRESA and requested their assistance. They suspect the underlying issue is a problem with a report and database extract similar to what was noted and addressed two days ago.  At this point, we do not know when access will be restored.
